In the final part of my essay on the reset of US-Africa relations I discuss the approaches to Africa taken by the US and China. In recent years, China has become the new conspicuously present adversary of USA in Africa. Therefore, the reset of US-Africa relations cannot ignore the Chinese dragon in the African room.

China’s charm offensive (win/win cooperation, respect of sovereignty of states, cooperation among equals…) is in stark contrast with America’s focus on military cooperation through AFRICOM. But how credible is the official China’s narrative? In that competition, what makes America a different kind of power? To win the hearts and minds of Africans, what could be the new areas of competition between the two superpowers?
